As with most things touristy, the closer you get to the "attraction" the more you pay. I'd avoid staying in either Jasper and Banff like the plauge. If youre on the Alberta side of Jasper, I'd suggest stopping in Hinton-lots of choices for more reasonable pricing. On the BC side, try a little town called Valemount-not much to do but clean and inexpensive. On the Banff end of things, I'd echo the comments on Canmore and a bit further nort, a place in Alberta called Rocky Mountain House has some really nice bargains and a very scenic, very underrated ride.
