Its a detatchable solo rack for a TourPac. Instead of mounting a TourPac, I attached a small sheet of 3/4" plywood painted white. The slots were cut using a router. I haven't found anything else that works as good. Yes....you can open the lids of the saddle bags. You just place your hand between the lid and the plywood and open as you normally would. The dry bag holds more that a TourPac and keeps the weight low. I also used it on a trip though Canada in June. I rained 10 out of 19.5 days on the road.
