The times we have spent in Chattanooga have been enjoyable. I will agree traffic is a bear, but it is around my neck of the woods as well. However, the last two times we visited were by boat. The Tennessee River is nice, the locks and damns are cool. We stayed at a marina close by and would dock at the water front near the Aquarium which is very nice and walk around from there. The Choo Choo and Railroad Museum are a must see and the view from Lookout Mountain is great.
I just say this because I think it is a place most people would enjoy and a must see at least once.

That route actually takes you all the way through Chattanooga and about 30-40 miles past. And it goes through the worst of our road construction. Let me give you a couple of options.
when you’re on I-40 west through Knoxville take US-129 south. The exit is right by UT. At Maryville take 411 east/south. Stay on 411 till you cross the Georgia line. Turn north on GA-2. Stay on 2 through Ringgold and Ft. Oglethorpe, GA and you’ll run into 27 just north of the Chickamauga battlefield.
Alternately, you can stay on I-40 west through Knoxville. Don’t take 75 to Chattanooga. A few miles past the split, just after you cross the Tennessee River on 40, you can take the exit for 27 and go south. This will bring you into the north side of Chattanooga.
Both these routes get you off the interstate and avoid the nightmare traffic.

Late to the dance here, but stay north of Chatt, and there are nice roads and not much traffic. As others have said, there are some cool places to see and places to eat all around Chatt it self.
If you do wind up downtown, go by Coker Tire. One of the few places in America that makes custom wheels for anything from Model A's to probably a Tesla......BONUS....they offer an inexpensive tour to their vehicle and motorcycle museum which is pretty huge and pretty cool'
