IMO September is the best month of the year. Tends to be dry and 70s. You will have cool mornings and evenings. But in WI you have that all year. I never leave home without a jacket.
Myself I would drive north past it and get off on I think it is exit 72 and take 6th down to canal. Nicer part of town. Myself I would stay north in Ozaukee county if staying the night or to the west. Further north will be smaller towns. Grafton and Port Washington.
October tends to get rainy, and days getting shorter. August, can still be hot, to me. But august is another choice, days still long. And pretty much guaranteed warm weather. Lots of rain lately and humid.

Late August or September is probably the best bet like mentioned, the Museum is definitely cool, plan a whole afternoon, Thursday nights is bike night and Saturday’s are demo rides.
If you time it right the shop does close outs once a quarter, shirts can be as low as 12 bucks, I have got leather jackets for 80 bucks, they also run like 15 min sales of a rotation of stock. Never know what’s there.
I would definitely head north for the better ride and decent accommodations like @Rounders stated.

And drive around Chi town.

We were there last year early August on the way to Sturgis, nice weather, warm but not hot. If it fits your budget, Iron Horse Hotel is less than a mile away and very cool experience. More food and drink on the street leading to the hotel than you could handle. Museum is half a day for sure, good luck.

I bought a leather coat for 100.00 that was a great deal. We went to the bike night there was a big turn out for it. I got home Monday and checked my millage had a total of 2006 miles. I only got caught in the rain for about 10 minutes on the whole trip. Roads are rough in Milwaukee but over all had a very good trip and enjoyed the museum.
