Default Clutch adjustment

So the other day, I was pushing the bike out of the way in the garage, and I noticed I couldn't roll it in gear, even with the clutch pulled in. So I assume I just need to adjust the clutch cable. I adjust it, to the best of my knowledge, and try to start it up. The bike takes off with the clutch pulled in, and I release the starter before it actually gets the bike cranked up.
Today, I adjusted the clutch pack and cable. But I still can't roll the bike in gear, with the clutch pulled in. I haven't added the primary fluid back in yet, because I don't want to have to drain it again to adjust it again if needed. For the cable and clutch pack I am following the service manual's instructions, and I have done it before with no problems.

Is the bike supposed to be able to roll, when not on, and the clutch pulled in?

I really do not want to take this to the shop, just spen $800 fixing the fricken car. Any help would be very appreciated thanks.

How long had the bike been sitting? Plates stuck maybe?

It had been sitting maybe 2 weeks 3 tops. Not to sure what to be looking for.

I alway roll and start a cold bike in neutral. Warm, it doesn't really matter.
When cold, it will start in gear, but there is a small lurch foreward, and I'm sure my clutch is adjusted properly.

57000 mile and my clutch was aDJUSTED AT 42000 never had any issues.
