Default 69 Iron Head clutch adjustment

I recentely accuired this 69 IH. I am having trouble with my clutch not disengaging. I have tried to adjust according to the manual and this forum but to no avail. The last couple of times I rode I noticed that the clutch was taking a second to disengage after I pulled the lever. Nothing else out of the ordinary happened. The next time I went to ride the clutch would not disengage at all. I am trying to trouble shoot this issue. Any suggestions? Could something have broken or in the clutch after I parked it? I do not know what to check next or should I just take it to a mechanic? All suggestions will be helpful.

Have you removed the primary cover to do an inspection yet? Also, are you using a wet or dry clutch?

No I didn't remove the primary cover just the derby cover. Having a very limited knowledge. How do I tell if it is a wet or dry clutch? While attempting to adjust the clutch the cable poped off the clutch release worm and lever. The clutch adjusting screw is on the out side of the derby cover.
