Default Compensator Spring Pack

I have a 1999 FLHR. Should the spring in the spring pack be loose enough to just fall out of the cover when it is off the bike?

I have a friend that told me they are supposed to be welded in but mine are loose.

Any help would be grately appreciated.

They shouldn't fall out

no, they should be peened/pinched in there. Time to replace.

Everthing I have read and not being a wrench they should not be loose to he touch.
