What are the consequences if the primary is overfilled, the transmission is overfilled? Thanks.

Quite the opposite.....
Primary: CLutch will drag due to excess fluid. \\;\\\\\\; Could cause seal(s) to leak. \\; Will also make the bike difficult to get into neutral and possibly difficult to shift at low speeds.
Trans: Pobably just blow it out the vent, but could damage the 5th gear seal, behind the output bearing, behind the front sprocket.

RE: Overfilled Primary and Transmission - Consequences?
I asked this question for myself since the bike I have is full when on the low side (20 oz.) of the fill range for bot the primary and transmission (bike upright). I fill the primary to the bottom of the diaphragm spring and the transmission to just below the 'full' mark on the dipstick. I've heard (but don't do) the 'just add 1 qt.' to the primary. That would definitely cause clutch slip as the plates would be dragging in oil.

I fill the primary on my bike to the bottom of the spring. No problems.
The tranny is to the full mark with Redline "Heavy".The only problem with tranny is i'm going to be replacing the shift shaft seal for the second time with almost 28000 miles.
