So it's not the fitment, it's the sleeve spacing. Why didn't you say that in the first place..
I tried to install it and couldn’t get it on as well how did you do it?
It's not that you couldn't get it on, it that you could get it on far enough..
Ignore the spec. For one, you won't be able to install the remover with the pulley on..
Install the latest seal from HD in the inner primary. Put a little grease on the sleeve and push the primary into place.. Pull it off and check to see if you have a line in the grease indicating that where the inner lip of the seal. If you don't have a line go to a stock sleeve. The problem is the tolerance stackup on all the tranny parts is off.

Do them by feel.. The problem is that interface fit can vary from 0.0005 to 0.0010. Big difference on the amount of effort.
