Default FLSTC 1988 Bendix replacement - Type II Starter drive

Hi guys, I have a FLSTC 1988 belt drive (type II Starter drive in user manual). I'm trying to replace the bendix here. I removed the #18 left hand thread nut but I can't remove the #15 pinion shaft collar.

It moves on the #19a shaft from about 0.5" but doesn't want to come out of the shaft. I tried to unscrew it (left and right) and it doesn't move further. I tried to pry it a bit and nothing either.

Would you guys be able to tell me what I should do with it?

I thought you were trying to get the pinion shaft collar off the pinion shaft??
