I used Plasti-dip and it worked awesome. Masked everything on the bike and sprayed it and was amazed how well it turned out. If I ever take the forks apart to rebuild them I may get the parts powdercoated, but until then I am sticking with the plasti-dip. I have to say on those parts I like the denim black look of the plasti-dip better than most similar powdercoat colours I have seen. It is quite durable as long as no gas or oil gets near it. And if you don't like it, peel it off.
Total cost of the project was 1 can of plasti-dip which is $5 in the US and about $20 here in Canada.

VHT Satin Black Epoxy on mine. $7/rattlecan at local auto parts joint. One can puts 5-6 coats on both 39mm lowers.
