Default Prepping for powdercoat?

Does my original powdercoat have to be removed before the new can be applied or can they apply over it?

removed, and blasted then coated again for a durable finish, i refuse to shoot powder over existing powder unless i am laying on a base or top coat

Parts have to be stripped. My powder coater uses chemical bath to remove paint and powder.

we chem dip as well... softer on the part, and then we can use a lighter media to get a smoother finish on the final product
