Chrome oil-filter adapter

Chrome oil-filter adapter
Bought H-D oil cooler which came with a chrome adapter. Did not want a chrome piece, but had no choice. I can't see this piece 'holding' paint or spray plastic dip given its installed position even if I could get enough 'purchase' into it with sanding etc., so I'm wondering if this can be powder coated to flat-black? Thanks for any advice/ideas.
