Sticking on emblems

Sticking on emblems
I've been reading a lot about sticking on emblems and the consensus seems to be to use the 3M double sided tape.
I bought some great emblems that come with the stick on backs like this (the metal plates have the 3M tape on the back

And lo and behold they didn't stick at all. Like, not even for a second.
My tank is spray painted flat black with flat clear coat, that's probably it.I cleaned it with alcohol, and the rag turned black. Obviously, it's just pulling the paint off. When the emblem fell off, the sticky part was all black.
So my question is, can I glue them or cement them on somehow? Maybe some kind of cement?
I don't really want to repaint, but I will if I need to. Maybe these things only work on smooth shiny paint or what?
Thanks

I just sanded it and sprayed it about 1 million times.
hahahaha
UPDATE
3M Emblem cement is working AWESOME.
I think it has enough solvent to work.
Thanks.
This stuff, about 6 bucks from autozone:
