You need to install the rockers. I had issues fitting the front fender to my '46, all seemed well until you tightened the bolts to the front end, everything got wracked and the sides flared out as the bolts pulled the middle of the fender up to the forks. The distance top to bottom is crucial.
I had the rockers on at first and the brackets were too low with the upper tab screws not done up tight. I could pull the brackets up to the rocker studs which changed the shape of the fender and bowed the bracket out. If I tighten the tab screws, the fender comes up at the front moving the brackets forward. Taking the rockers off made it easier to see where the fender wanted to sit without being stressed into position. Im going to try it on the 48 front end to eliminate the tabs as the culprit.

Fits the 48 front end. A combination of the tabs being bent down a bit on the 46 and the fender needing some elbow grease to move the struts in in relation to the fender valances was the solution. Its in place but not forced or under stress, needs a bit more persuasion to get the fender centered better in the forks though.

The gloss on the frame wasn't enough even though it was one step down from full gloss so I had a full-gloss clear with the thought that with use it'll never be as shiny as it is the day its painted. So if its too glossy right now it wont be after a season of riding and cleaning it.

Tanks are ready for sealing so I'll send them off and do final paint once they're back.
They were in pretty good shape but had a bunch of dents and some repair to the inboard side of the left tank like something wore a hole in it or pierced it. It doesn't leak so I left the repair alone.
