Loud + off-road = douchebag, in my opinion. So I'm glad to see it maintains legal noise limits.
In fact, the press release is quite interesting. It says it's 50-state emissions compliant, and noise compliant, and it delivers 5 more ft/lbs, and it's six lbs lighter, and it has an available spark arrestor. And it's reasonably priced. And it looks pretty good.

I've got S&S Grand Nationals on my Fat Bob, and they sound really good to me without being obnoxious, and are also quite a bit louder.
