Would not imagine low voltage would affect a CPU clock speed like that.
Some odd firmware glitch sounds more likely

Had a bit of a development from my dealer.
they cannot clear the Engine warning light, though the VVT error/ seems now not to be present. Sometimes.
But they do not have the new, correct adapter/ dongle/ whatever Harley Ver 3 diagnostic device yet
Apparently HD are sending out a new ‘rear cam/ valve ‘ assembly, though not sure exactly what they are sending

Certainly possible. ECUs are susceptible to interesting issues resulting from low voltage. And the error code and time both could result from something like that. It's just a thought because it doesn't make sense that the clock is losing time due to a software bug since that is a pretty obvious thing to notice in testing.
I haven't had any follow up from the dealer on the issues for awhile.

OK< bit of an update
Local dealer was sent some new bits from harley ..
When stripped that found that a plunger in an actuator assembly was jammed at full travel. They moved it back and could not see why it was stuck.
I can't give any more details than that, as that was all I was told.
But if any of the tech guys that have had these apart recognise the description of a plunger that moves in a cylinder, that seems to be the place to look
