Default Inside of Oil Bag is Rusty

I know I know... I bought a oil bag for my softail sight unseen. Well is partually what I wanted, an oil bag I could powder coat and the right application for my bike... but it has suface rust inside the tank... Help me! is there some chemical that will wash my nightmare rust away or a liquid liner to pour in it to seal it?

On a side note this forum and all you guys help I took my own starter out after removing the oil bag and I am going to do more of my own wrenching on my bike. You guys are so quick to help and are always spot on... thanks so much...

If it's just surface rust with no pitting any commercial rust remover used cautiously should do the trick.
