Nope. The one that’s labeled crank is the sump plug, the one you’re not supposed to remove. The one just to the right of it (I can’t read the label in the photo) is the oil tank drain plug.

It is a production hole, it's there to drill the hole into the boss in the pan.

It's where the sending unit goes when installing an oil temperature guage in the dash of a Street Glide, etc.
