Here is what I carry
Using these storage pouches that fit neatly in the recessed area of the saddle bag, they don't take up much room at all.

I've got a ultra classic as well and I keep the cruz tool kit, stop n go tire plugger, micro start xp1 battery jump start, and the micro start tire inflator. I have it all in one saddlebag along with a rain suit in one of those compression bags to save space. And I still have room for more stuff plus the other bag is free to haul whatever I pick up along the way. I travel a lot so better safe than sorry.

When touring I carry this. I also have a tire plug kit I got at a auto parts store.
I got this kit many years ago before I had hard bags. If I were doing it now I would go with what RollaMoe suggested. That way you could get a set for each bag and distribute the weight more evenly and use less space.

I have been carrying the components of a Cruz RTH3 since 2002. I originally bought the kit and carried it for years, later I was looking for a kit for a second bike and instead of paying for another Cruz kit I just used the list of tools in it to make a second set. Most of the tools I sourced from my tool box where I had two of many things, for items that I did not have duplicates in my tool box I purchased them. Found a tool roll I liked and I then had a second set with the same components as the original Cruz set from 2002. In addition a few spare bulbs, fuses and tire repair kit and you are good to go.
I have to admit that the most I have used my tool kits for have been to help out others that had an issue but I feel better with it there. I know many will say all you need is a cell phone, CC and a tow card, for me if I am traveling town the road and notice something loose I feel better knowing that I can tighten it up. If I have a flat I would like to know that I can air it up and get to a safe location for a permanent fix rather than waiting roadside for an hour or more until help arrives.
A year ago I was on my WG with the wife for a nice two hr trip down the Natchez trace for lunch then return. About 90 miles in I heard a slight rattle and pulled over at the next pull in location. Noticed that the nut had backed out on a two piece clamp that attaches the exhaust to the frame. As a result all that was there was the top part of the clamp and the bolt, while this was not a big deal the rattling would continue and cause stress at other connection points as well as possibly scratch the finish on the pipe at that spot. I simply pulled out my tools and used the mechanics wire in it to secure the upper clamp in place. Pipe no longer moved and we enjoyed the rest of the day. If you ride enough little things like this can and will happen I had rather have the piece of mind to know that I can fix it on the spot and be on my way.

Bikes have gotten so reliable now I carry very little. Even on a 3800-5000 mile ride. HOG premium 1-800- come get it. If needed. never have.
