the seat hieght is stock and is right at 27"

I have never shipped a bike before so i dont know how much that would cost. Depending on where you live in nor cal, it is about 2000 miles from San Antonio

I just looked in the book. Did not actually measure it. Anyway, the bike can be lowered pretty easy if needed.
