These parts are in great shape, there are some surface scratches on the top of the luggage rack from use, nothing deep or through the chrome.

How does the back section attach? I see the arm, but is there another attachment pointnear the license plate mount?

 

it mounts to the rail where the license plate attaches. You remove the existing license plate mount and use the one that is part of the rack.There are two extrusions just like the stock mount. thanks
