Why would anybody cut the neck off a 2006 unless it'swrecked or stolen?

wrecked, both bikes were wrecked and fixed, to get a new frame from Harley you have to cut off the neck and return it to them and they will send you a new frame with the correct vin, Both frames can be verified not stolen from the harley dealer where i returned the necks and got the new frames, NOT FISHY
