did you call them and ask why the rate increased?
I would also like to add, with progressive, if you cancel your policy, make sure everything is documents in emails. They have been know to keep charging and sending it to a collection agency, when people cancel.
There has been a couple of threads on here about guys having this problem, after changing providers.

Progressive is run by glorified call center reps, who are prone to mistakes. So like anything else in life, get writting confirmation if you cancel.

However, they did not raise their rates. They raised your rates. Insurance prices vary by zip code and state, and by their exposure and business plan in that area. Any insurance company can and will do this at any time.

If you think it is fishy or unwarranted, you can file a comlaint with the IL Department of Insurance, who can look at their rating prices for the state to verify. Most likely it will lead to no action or fault found on Progressive.

Foremost had the best rates for me for all 3 of my bikes.

I've never had a problem with Progressive. My renewal just came in the mail and my rate went down $24 a year. It helps when you don't make a claim. Fairly affordable for $250 deductibles.

I also like the easy access Progressive has to change your policy or review your documents online.

My bill just came and Progressive did go up slightly to around $450 a year. Called Foremost and Geico and really no improvement. Someone on another thread had mentioned Esurance and called them. They quoted me $336 for same coverages.
