Default M8 Transmission capacity

Today I performed the 1000 mile service on my 2018 Softail Lowrider.
The service manual indicates that the proper fluid capacity of the M8 trans is 28 oz.
When refilling my trans after draining it took 32 oz to put the level on the dipstick halfway between the add and full marks on the dipstick.
I am following the manual and measuring the trans level with the bike on the jiffy stand and only tightening the dipstick until the o ring touches the trans case.
What kind of refill capacities are you all finding when refilling the trans on your M8's ?

Initial filling capacity is 28oz, correct. Then you have to top it off to get the correct level. The amount of time you let it drain, what angle the bike is at during draining, etc. effect the amount that comes out, so as a starting point 28oz, then top it off (which is exactly what steps 5 and 6 say under CHANGE TRANSMISSION LUBRICANT on page 2-28 of the service manual).
