I don't believe you can. On the HD website, it states, "Fits '14-later Touring models equipped with 17", 18" or 19" wheel and tire combination. Does not fit with Fender Tip Assembly P/N 59600003 or 59600006. Does not fit Trike models."

As long as you stay with a similar width wheel/tire, why wouldn't it work with the aftermarket fender extension brackets available for a 21" tire that can be used on the current stock fenders?

Not a chance. Tire is pretty tight, like .500, with the 19” wheel. Stock fender has much more clearance. The diameter difference of the 21” tire is too great for the available clearance. You could probably get away with an adapter to move the fender up, similar to the ones that come in the 21” wheel/tire kits, but the arc of the fender opening wouldn’t match the circumference of the wheel, so it may not look good. Thanks to sgt_man2005 for the wheel pic.

Sportschrome, a website that sells the 21", says it will fit with the fender extensions on a stock fender.

I believe there is a picture of a 21" with a HD wrapped fender.

The second link appears to be a wrapped fender.
