I see the gearcase cover has been removed, but the pushrods are still in place. This should not be. Pushrods must be removed before the gearcase cover is removed.
There is a lot of pressure from the valve springs thru the rockers, pushrods and lifters onto the cams. The cam shafts are hard steel and they are a very close fit in the bushings in the cover. The bushings can be damaged.
If the gears fell out the cam timing marks will have to be lined up before the cover is replaced.
It is important to have the service manual 99484-78 when doing this work. You need also the parts catalog 99451-78B.

the first thing i did was make sure the pustrods were out first even check the 2nd time then gearcase cover the gears did'nt move. after that i put the pushrods back so i don't miss place them. harley shop said that was ok replaced tappet guide 18607-57B 82.00 did'nt see that coming

This little confusing 3 topic problem... that shifter shaft in first picture seems to be too short, it's look a like missing 1 -1 ½" or someone has installed 75-76 shaft no groves where "lock" gear lever. But in picture #5 I can see some shaft with groves under sprocket... or is it just stub from frame where footrest are installed.
If you cant find correct shaft it can be made with lathe in machineshop, use that "****" from old shaft notice that it comes correct way.
