There is a limit to the POWER you can make on the 2000 EFI with the MM injection system, but the tuning options are the same as for any other TC engine. Even the limitations on the power aren't a problem unless you're trying to exceed 100 hp.
If you're planning no further upgrades like a big bore or cams, then the DFO should work just fine for your purposes. The Stage 1 download does little more than raise the rev limiter, so adding fuel to cure the popping (and for a proper A/F mix) is important. If you are contemplating additional upgrades, then the PC 111 is an excellent choice for tuning.

Update:
PCIII installed by the great folks at Skunkworks in Mesa. I have no idea what they adjusted, but it works great. While there they installed Metlzer 880's (130 front, 140 rear).
Popping during shifts: GONE. Popping during decel, pretty much not noticable, and when it does, it's subdued, like a really good rumble vice thefirecracker it sounded and felt like.
Pinging pulling away from a stop or up a long grade: GONE!!!! I wasn't even trying to fix that, but it's fixed, it's strange to pull up a long hill toward Payson at 105 degrees outside temp with me and the woman (I bought her lunch..) onboard at 75mph with no pings!!!
Mileage before: 44MPG, after a 200 mile roadtrip: 44MPG, excellent.
Tires: WOW, now I feel like I'm in control, those dunlops made me feel like I was along for the ride.
