1200 sportster/low speed chug?

1200 sportster/low speed chug?
New here, but figure this is the best place for answers. I recently bought a 07 1200c and for lack of better discription, it seems to chug at lowers speeds.One dealer says it needs dyno'ed. ($1000.00) One shop says I need new exhaust and a power commander/dyno,($750), One did a Stage 1 download and it didn't help. I replaced the SE exhaust with V&H Shortshots, a bit more bottom end but still chugs. Then I read on the internet, Its the nature of the beast. Over 30 MPH, the bike runs great. Under the slightest acceleration, the bike is smooth. Cruising main street when speeds are slow, it chugs. I'm lost and getting broke.

What do you mean by 'chugs'? Are you simply riding in too high a gear, so the engine isn't spinning fast enough to run smoothly?
Your owners manual gives road speeds for each gear. If you don't have one you can download one for free from HD's website, go to the 'Owners' tab.
