pretty sure the amm haam is for motors that take their timing from the crank position sensor. The 99 tc88 has the timing in the nose cone like all the previous harley motors.
you will need to get an ignition for a carberated 99 tc88, a coil, and maybe a voltage regulator. A little research on the internet would provide the info you need.
I had a carberated 99 dyna, so the conversion should be rather simple.

99-01 EFI bikes use both a CKP and a CPS that is a crank position sensor & cam position sensor. If you convert one of these bikes to carb and use an ignition module that only relies on the CKP (crank sensor) it works fine.
Early twin cams even carb ones relied on the CKP and CPS until 2001 when HD changed to reading the CKP only so it is of no concern.
