Default ? open loop closed loop

if the fuelpac only works in open loop how does it help surging at low speeds since this would be controled by the o2 sensors, since you leave them hooked up with this unit, where with the power commander you unhook the o2 sensors and place a device in the cable going to the sensor. that would put you in open loop all the time so you can adjust the fuel without the o2 sensors being involved, that would enable you to set the afr anywere you desire. if you go to the sert or the tts you leave the o2 sensors hooked up and reprogram the ecm, why can you get around the o2 sensors with the sert or the tts and not the other tunners, and would you be better off hooked up to the o2 sensors or not
