Hard start in cold weather
I just moved back to NY from Arizona so cold weather has never been an issue. The bike is a 02 FLHTCUI, EFI w/ PC3, Andrews 26 cams, and new spark plugs.
It used to start as soon as you touched the starter button. Now it just cranks for 8-10 seconds before it starts. When it does start it runs like crap for a few seconds. When the bike was in NY, 2002 to 2004, it started fine in cold weather.
I thought maybe the battery was weak, but the charger charges for only 2 minutes before it announces the battery is fully charged. So I doubt it's the battery.
Any ideas where to start looking?

Don't rule out the battery until you've verified it has sufficient CCA's for your needs and had it load-tested.
Just because a battery charger indicates it's "fully charged" in no way tells the health/strength of the battery.

do not start bike for this.
pull off the air cleaner and look in the top of the throttle body. you'll see a small hole there for the IAT (idle air temp sensor). Grab a clean rag and stuff it inside the throttle body bottom and then spray some carb cleaner into that hole until it runs clear while you're twisting the throttle back and forth.. The 1st time or 2 you start it after this will be hard starting but afterwards will be fine
