Brake light stopped working with both hand and foot brake, I get 11.59v at the pigtail, ground is good, tail light works, brake light does not. The breaker panel shows a short but when the bulb is out short is gone. I need to ride but not without a brake light...help

 

I have ohm'ed every wire dealing with the brakes and ran a voltage test on all of them. I have came to the conclusion that the circute board is bad, its made by Indian but can not find it...any ideas
