Did this just start or did you just install the PCIII? Did you calibrate the throttle on the PCIII? Has the bike been dyno'd?
If it was running fine for a long time in all seasons and just started, then you may need to check the Engine Temperature Senor or the Intake Air Temperature sensor (I'm not sure that '03's have these).
If you didn't do the PCIII installation then I would assume that the throttle was calibrated.
Has the bike been dyno'd? If not, you may need to adjust the air/fuel ratio in the lower rpm ranges, especially if the idle is always high, not just some of the time.
