You have a circuit breaker for a main. Remove and replace with a fuse, and all will be good.

Start you own thread on how to do that, and you should be all fixed up to go. The circuit breaker thing on old bikes is a well known issue.

It's not unusual to read 0.1 or less ohms on a continuity test. The meter leads and slight contact resistance when probing can add a slight resistance.

Don't be so sure that the starter relay is bad.
