Default Air/Fuel ratio with Power Commander and XiEDs

So, I have tried to look at a bunch of Air/Fuel Ratios on dyno graphs on the web and in the forum. Seems like most of the Power Commander maps (mod muffler and air) get a close to flat line air/fuel ratio around 13.8:1 to 13.6:1. If the XiEDs run an air fuel at 13.8:1, isn't that a viable option when just changing mufflers and air? They seem to do basically the same thing. I know the PC is going to get slightly more HP at some throttle settings, but not substantially more (2-3%).
