Default Power Loss at Altitude

I ride a 09 street glide with Battistinis true duel headpipe, Rinhart slip-ons, SE 211 cams, SE high flow AC with a Power Commander V with custom map. When I ride above 4 or 5000 foot elevation it really has a loss of power and I have to keep it above 3000rpm to get any power and it is still low, I know this is where the 211's like to kick-in, I know elevation lowers the CR and I am running Stock heads with Stock CR, but my 02 Deuce never fell off like this when riding at higher elevation, the stealer that did the map tells me everything checks out fine, no engine codes, and the bike runs good at my home elevation (central valley, California-250ft elevation) I have been told that my "T-Map" sensor may not be working correctly. Anybody else that has had the same issues and has been able to correct or minimize it, please share this valuable information. I thought about the auto tune for the PCV but don't know if thats the fix or if there are other issues?

No one seems to have anything to say on this issue. So I will add that I rode up to the same place that gave me problems when it was hot (90ish) and this time no issues, but it was in the 40's and I was packing 200lbs less.
