Default 99 softail(EVO) constant misfire

I have a 99 springer. There is a constant misfire when pulling out. I'm noticing it even starts breaking up at high RPM. I originally thought this was a carburetor problem. I took it apart, cleaned it, inspected it, re-installed. Same problem. I then installed a CV carb. off my other bike which runs fine. Same problem. I replaced the plugs. No change. This leads me to believe it is an ignition problem. I installed an in-line test light in the spark plug wires. When the bike is missing, the spark is also missing, both cylinders.

My next step will be plug wires but the wires I have look to be in real good condition.

Any thought?

Is that a stock ignition or a nosecone ignition?

Does it have chrome spark plug covers?
