That cam closes the intake at 52 degrees ABDC. It's always going to do its best work above 4000rpm. Well above. If you wanted a mid-range cam (2500-3500rpm), you chose the wrong one. Lots of compression will make that cam a little more streetable.

I have been looking in to having my bike Dyno tuned with my SEST. Other then a Harley Dealer I have only found one that will do it. He said cost would be under $200 and if I'm not happy with his tune, he will re tune for free. Seems like they all should stand behind there tunes. I didn't ask the Harley Dealer if they would re tune for free if I wasn't happy with it. Maybe I should call them and find out, just for the he11 of it... Good luck.

Did you have the true duals on before? Or are they new with the tune? True duals typically have a flat spot (actauly a loss in power / torque) at those RPM's, combind with your cam it doesn't make for a great combination.

Not sure if it was said already; The tuner should give you the D-sheet with AFR information and the program that he put in your bike. You paid for it; it belongs to you and only you. That way, if you get into a dispute about the tune, you can tell him that you will be taking your program and results to another shop and it will bring forth some honesty.

you may want to consider your cam choice .i had the 258 in a 95" build on my 2000 fatboy and thought the same thing. that cam really don't get busy until your rpms are about 3500
at least thats what i noticed more of a mid range cam. after your on the cam it should run like a raped ape.hope this helps ride safe
