I have a dead Battery (forgot to plug in the tender). Plugged it in and I get chattering. Also the speedometer sometimes fluctuates when the chattering is happening.

How long has the tender been hooked up to bike? May want to charge with a battery charger first. It may take a day or so charge battery with a tender.

 

I am concerned with the chattering. I had it plugged in for about an hour. Unplugged it as it was still chattering.

Anyone know if this is normal?

 

Sounds normal for a dead battery. 1 hour on a battery tender is not near long enough. Fully charge the battery with a battery charger and then start bike.
