Angry Voltage Reg. problem ....I think!

1992 FXRS conv. when running at idle, voltage at battery 13.5 - 14.1,this is good. When increasing throttle voltage at battery went as high as 18.0. Is this a faulty voltage regulator or do I have other problems?
HELP!!!

Regulators usually have 3 wires: ground, ignition switch+, wire from stator.
When it "feels" high voltage from ign. it drains current from stator to ground.
Before you replace regulator you have to make sure that all 3 wires are fine.
