Only need a retune if you change your stock air cleaner to one like the screamin Eagle stage 1, Big Sucker etc. More air needs more fuel to prevent a lean condition. If you don't plan on other mods besides the mufflers, then just ride and enjoy it.
I have a 2009 flhr and if I change to rinehart slip-on's do I need to re-tune the computer or buy a fuel pak?
You'll get a few different answers.
Some will say anytime the airflow is changed, the ECM should be recalibrated. Others will tell you that changing the air cleaner or exhaust alone will not require recal but both together will.
But you could error on the side of caution and just go ahead and recalibrate for best results...the method (product) you use is your call.
