Only getting 9.6v to green wire to starter, battery has 12.8v, Whats going on here?

 

My first inclination would be check the connections to the battery and also the ground lead to the frame. If all that checks out good, start looking downstream on the Positive side. It sure soundls like you have a start relay issue provided the connections to the battery and ground to frame is good.

I to am begininng to think it may be the starter relay . It 'clicks' (closes) when starter button hit, but maybe is bad (or going bad). Grounds are good as that was my first thought. This problem first happened after replacing the belt, so the starter was removed (FL) but nothing else changed. Ive even cleaned up the ground points, but nothing has changed. Its an intermittent problem. Sometimes it fires up, sometimes you hear the starter spin. Also thinking I may have a solenoid issue. Any thoughts
