According to my manual ('07 touring), no special tool needed. After removing Torx bolts on stator, use an awl or pointy device to bend the tabs out, spray on some and use alcohol or glass cleaner to spray into opening to loosen it and pull it out.

thank you, also my manual (2008) doesn't report any tool to remove the rotor...
I was looking at this yesterday as I suspect my stator windings have faulted. The manual for my 99 Ultra states that the high output rotors (45amp) have more powerful magnets than the low output rotors (38amp) and require a special puller and shaft protector to prevent injury or parts damage. It also states that a primary drive locking tool is required to complete the reassembly.
