Here's a question (and I don't know the answer): Are the open loop tables static or dynamic? By that I mean if in closed loop the ECM keeps getting "too lean" signals from the Lambda sensors because of the IEDs, will the ECM also richen the mixture a little more than normal in open loop because it "thinks" it was running too lean in closed?

Only if you roll it past a certain point. I'm sure part throttle < 30% is still closed loop. I suspect you have to go > 50% throttle to go open loop.
