I normally set this number as a habit before I tune and leave it there. Finding that number took a long time until I thought it was a happy medium but remember this effects only a small range in the crusing areas only. So I'm going to say... not really but your motor will respond better in cruising range if it's cool and happy.

I will only change it due to the heat output of a custom motor when cruising but never had to go over 740 much less 780.

Not knowing your model bike, I can tell you that on an 09 FLHR it's under the left panel. Some other models are under the seat...

Yep, just under the fuse box there are two connectors. The one you want is directly under the fuse box. You release it from it's cradle by sliding it forwards (towards the front tire) about two inches. It will release from the panel and you can work with it. The connector is gray and it has a black rubber weather-head that you'll need to remove before you can connect the TTS dongle to it.

I got my 58mm TB and I cleaned up the ports were it attaches to the heads. I'm installing it tonight and going to run some V-Tunes. The Question is on the data tune I down load in the ecm should I bump up the VE,s to compensate for more air ( stock injectors ) for the first run.

It is doubtful you will harm the motor doing one run as long as you take it easy and keep it smooth. If you would be more comfortable increasing your VE's a little before your first VTune run, increase your ci by 5% instead of increasing your VE tables across the board. That's one step, one change and can be taken back easily so you see what's going on after your first data run.
