Another Tach question

Another Tach question
Need help. My tach's needle is bouncing all over the place. Sometimes it sort of stays in one spot, but obviously not turning 1000rpm at 70mph
Pulled it out, checked all connections, all tight, and no corrosion. Checked at the coils too, and all is good.
Time for a new tach?
Bike's a 95 Fatty no electronic speedo.
