Yes, it is an option. Most dealers give it, but some will charge you and give you the option of accepting it or not.

The 07 fob is for arming the alarm if your bike is equiped.

The 08 bike have a proximity starter kill and alarm. You need to have the fob within 10 feet of the bike. You can add a proximity starter kill to your bike with the digital dawg.

 

The FOB on my '07 Fatboy is a proximity device... not sure about the springer. You can disable the FOB if necessary, but if it is active it has to be detected.
