Well, the manual said remove the enrichen calbe, throttle cables and vaccum then the tank. I decided to say screw it and remove the tank. When I did I could see a spring on the return cable which was why I couldn't get it through the slot. I don't see how you could get the enrichener off without removing the tank first.

So as near as I can tell the problem was the strainer. It had tears in it and was coming apart. I am thinking maybe I got pieces of that into the float bowl and it floated under the float valve keeping it from closing. I cleaned what gunk I could see in the float bowl. I couldn't see anything interferring wih the float mechanism. So seems the only thing left is to put it back together and see if it works.
