Try cycling the power 4 times...with your hand off the throttle. Sounds like the twist grip has learned a bad zero position. Cycling themain switch 4 times with the run/stop switch in the run position will allow the ECM to learn a proper zero.

Always make sure your hand is off the grip when you turn the bike off...this is when it records the zero position voltage.
We have a Ford F350 at work and it did a similar thing. What caused this was after the battery was replaced, whoever startedthe truckpushed down on the gas peddle which in turn caused the computer to rememberthat cycle. Disconnecting the battery and reconnecting it to reset the computer, then starting the truck and NOT touching the gas fixed it.

What can cause this to happen on a HD? I never touch the throttle when starting my bike. Could giving the bike gas in the start cycle cause the "over-throttle" issue?
